Geoffrey Bellenger - Instructor

Geoffrey Bellenger has spent nearly 40 years in the gas and electric business, mostly working for Pacific Gas and Electric Company and its one-time subsidiary Pacific Gas Transmission. His diverse experience includes electric resource planning and reliability analysis, forecasting fuel prices, investigating coal gasification and LNG options, marketing pipeline capacity, analyzing incentive mechanisms, and estimating the societal costs of a large natural gas shortage.  On the regulatory side, his experience includes major preparation and witness responsibilities in numerous regulatory proceedings, both at the Federal Energy Regulatory Commission and the California Public Utilities Commission.  These include an interstate gas pipeline rate case and a certificate case at the FERC.  State proceedings include wide-ranging rate cases, certificate cases, fuel adjustment cases, and a number of policy and rulemaking cases.  He also participated in the unbundling of the northern California gas market.  In addition to his work for PG&E and PGT, Geoff spent ten years working as an energy and regulatory consultant.  He attended the University of California at Berkeley, with undergraduate work in engineering and economics, and graduate work in business.
